H. Res. 317 and S. Res. 323 – Urging the United States to lead the world back from the brink of nuclear war and halt and reverse the nuclear arms race.

H. Res. 317 (introduced in April 2025) and S. Res. 323 (introduced in July 2025) are Back from the Brink’s main congressional priorities and serve as key vehicles to cultivate congressional leadership on the issue and for national organizing, advocacy and public education efforts.
These two resolutions which have near identical text urge the United States to lead a global effort to halt and reverse the nuclear arms race and to aggressively pursue agreements with other nuclear armed countries to reduce and verifiably eliminate all nuclear arsenals,
Both resolutions urge the U.S. to:
- pursue nuclear disarmament as a national security imperative;
- renounce the first use of nuclear weapons;
- end sole presidential launch authority;
- cancel plans for new. enhanced nuclear weapons and delivery systems;
- maintain the moratorium on explosive nuclear testing; and
- support and advance a just economic transition for impacted communities

H. Res. 100 – Expressing support for the continued value of arms control agreements and negotiated constraints on Russian and Chinese strategic nuclear forces.

Res. 100 condemns Russia’s nuclear escalatory rhetoric and implied threats on the potential use of nuclear weapons in the context of its invasion of Ukraine. The resolution also (1) condemns Russia’s purported suspension of participation in the New START Treaty, (2) emphasizes the value of arms control agreements between the United States and Russia, and (3) calls on the administration to continue pursuing nuclear arms control and risk reduction with Russia and China.

H. Res. 669 – Restricting First Use of Nuclear Weapons Act of 2025

Res. 669 reaffirms that only Congress—not the President—has the constitutional authority to declare war. The bill would prohibit any U.S. president from initiating a first-use nuclear strike without explicit Congressional approval. Recognizing the catastrophic consequences of nuclear war, the legislation aims to prevent unilateral presidential decisions that could lead to mass destruction and global instability. By requiring a declaration of war before any first-use of nuclear weapons, H.R. 669 seeks to restore democratic checks and balances and reduce the risk of nuclear conflict.

H. Res. 1888 – Nuclear Weapons Abolition and Conversion Act of 2025

Res. 1888 calls for the U.S. to sign the Treaty on the Prohibition of Nuclear Weapons and commit to the global elimination of nuclear arms. Once all nuclear-armed nations begin verifiable disarmament, the bill directs that U.S. nuclear weapons funding and industry resources be redirected to address the climate crisis and addressing human and infrastructure needs such as healthcare, housing, etc. The bill affirms U.S. leadership in building a more peaceful and secure world.

S. Res. 243 – Radiation Exposure Compensation Reauthorization Act

S. Res. 243 expands and extends the Radiation Exposure Compensation Act (RECA) to provide additional support for individuals affected by radiation exposure from nuclear testing and uranium mining.
